What is a Buono Spesa?

Buono Spesa is a simple, secure digital voucher solution used by over 20 Italian municipalities to manage and distribute vouchers during public health emergencies, including Covid-19. Designed for speed, flexibility and ease of use, the solution has proven effective in supporting citizens while reducing administrative burden for local authorities.

Beyond emergency use, digital vouchers can manage and distribute a wide range of value, including shopping vouchers, book vouchers, school vouchers and other forms of electronic value. The platform adapts easily to different programmes and policy needs, making it suitable for both short-term initiatives and longer-term support schemes.

Digital vouchers are non-invasive and require no hardware or system integration. Each voucher is verified and validated in real time by the Omnio platform, ensuring a secure, controlled and fraud-resistant process for municipalities, merchants and citizens alike.

How the solution works

Using the digital voucher app provided by Omnio, a municipality can upload beneficiary lists, assign voucher values and define which participating shops or services accept the vouchers.

Once configured, vouchers are distributed automatically and sent directly to citizens’ mobile phones via text message. When a beneficiary visits a participating shop, they simply present the digital voucher to the cashier, who validates and accepts it using the digital voucher merchant app on a smartphone or tablet.

Both municipalities and merchants can track voucher usage and acceptance in real time through the app, with full visibility of transactions and access to the documentation required for settlement and reconciliation. This creates a transparent, efficient process from voucher issuance through to redemption.
